Water Line Replacement on 29th Avenue: Project Overview
To address and resolve significant water leakage issues along 29th Avenue, particularly in the northern section where initial work has been completed starting September 9, 2024, we will proceed with repairing the entire line in this section. This approach is practical since the asphalt has already been disturbed, and further paving will be required to fix the areas where previous work was done.
Background and Implications
For several years, resident near the intersection of 29th Avenue and 20th Street has reported frequent sump pump activity. Investigations revealed high groundwater levels and water infiltration. To manage this, operations has diverted the infiltrating water into the sewer system, reducing basement flooding. (click here to view the video)
In 2024, repairs were made to the northernmost section of 29th Avenue, uncovering and fixing four significant leaks. Although these repairs have reduced water leakage, some chlorinated water infiltration remains, indicating that additional leaks may be present nearby. The removed copper service lines showed severe corrosion and pitting.
Given the need for future paving in the affected areas, it is efficient to complete repairs for the entire line section now. The repair work will be conducted in two phases, starting with the northern section. After the northern repairs are completed, operations will monitor the flow of water at the manhole to assess whether it has reduced infiltration. Based on these observations, further evaluation may be required for the southern section of 29th Avenue.
Project Details
- Timeline: The service line replacement is expected to take 10-14 days. During this period, there may be limited passage and temporary detours, but residents will still have access to their homes via back lanes.
- Impact: Some disturbance to yards, shrubs, and sidewalks is expected. Public Works will coordinate with communications to inform residents in advance and will make every effort to minimize inconvenience. Although not all disturbances can be fully restored, efforts will be made to address them as much as possible.
- Future Resurfacing: The road will need resurfacing in 2025. While this will result in temporary conditions, it is necessary for the road’s long-term durability.
