Governance Committee (CAO Recruitment)
On December 15, 2025, Town Council established a Governance Committee to support Council in key governance functions, including the recruitment and appointment of the Town’s Chief Administrative Officer (CAO).
The Committee was formed to provide focused leadership, oversight, and strategic direction during the CAO hiring process, ensuring the recruitment is conducted in a fair, transparent, and professional manner that reflects the Town’s values, legislative responsibilities, and long-term priorities.
Purpose and Role
In relation to the CAO recruitment, the Governance Committee is responsible for:
- Providing strategic oversight of the CAO hiring process
- Assisting in the development of the candidate profile, evaluation criteria, and recruitment approach
- Participating in candidate review, interviews, and selection processes
- Making recommendations to Council regarding the preferred candidate
- Supporting a smooth leadership transition and onboarding process
The Committee operates in an advisory capacity, with final hiring decisions resting with Town Council.

The Governance Committee is comprised of the following members of Council:
- Mayor Jennifer Handley (Chair)
- Councillor Mitchell
- Councillor McMasters
- Councillor Strong
Administrative and professional support is provided as required to ensure the recruitment process follows best practices in governance, confidentiality, and fairness.
